Test the System Around Opportunity

The Field Note

An opportunity can exist on paper and still be hard to use. A job may require credentials that do not match its tasks. A family may need childcare or transport before a parent can join training. A public institution may promise evidence-based decisions without showing how it will measure results.

Recent examples point to these different parts of the problem. The Kauffman Foundation describes projects that will test employer hiring practices and help families navigate barriers such as childcare and transportation. The World Bank Group has named a chief economist to lead its research and data agenda. Pew reports sharply different party views about whether press freedom has declined.

These sources describe plans, an institutional appointment, and survey answers. They do not prove that a funded project has improved employment, that a new appointment will change development outcomes, or that survey responses settle the meaning of press freedom. Treat each claim according to what it can show.

The practical move is to map the system around the resource. Name the barrier, identify who can change it, and choose a measure that would reveal whether access improved. Then check what people experience and what the institution does over time.
