Measure the Work Behind the Headline

The Field Note

The World Bank describes a capital-mobilization system. Cornell’s faculty committee describes purpose as a guide for institutional change. BLS shows why an employment total needs sector detail. Census shows why business applications, sales, and services revenue answer different questions.
These sources support a practical evidence test, not one proven common cause. They do not prove that mobilized capital creates the claimed jobs, that Cornell’s design will generalize, that one month predicts the labor market, or that the Census indicators share one cause.
Start with a claim you need to assess this week. Write down what the measure captures and what it leaves out. Name the actor responsible for acting. Then identify the capacity and next test needed to carry the claim into practice.
