Make the Delivery Path Visible

[!quote] Field Note A credible promise has a delivery path that people can see.

[!summary] The Reader Promise Use a short delivery test to judge whether a policy, research promise, or business plan can reach the people it names.

The Field Note

[!example] Practical frame For one important plan, write the intended outcome, delivery owner, missing condition, feedback signal, and boundary of your knowledge.

The World Bank reports a Mission 300 milestone. More than 50 million people are connected to electricity across 40 African countries. The initiative is working toward 300 million people by 2030. AACSB describes research impact through scholarship, teaching, and external engagement. Inside Higher Ed reports movement on a proposed grant-making takeover. The proposal is not final. The Associated Press lists Canadian tariff reporting that may reach business inputs and customers.

These cases differ. They support one bounded practice. Make the delivery path visible before treating a goal, framework, proposal, or headline as a usable plan. A delivery path names who acts. It names the missing condition. It identifies an observable result. It states what would cause the plan to change.

The evidence does not prove that Mission 300 will reach its target, that AACSB’s framework causes greater impact, that the proposed grant changes will take their reported form, or that every firm will face the same tariff effect.
