Build the Check Before the Plan

[!summary] The Reader Promise Use a short resilience test to find the assurance owner, enabling condition, exposed group, and update trigger behind an important plan.

The Field Note

[!example] Build the Check Before the Plan For one important plan, write the assurance owner, enabling condition, exposed group, feedback signal, and update trigger.

The World Bank Group announced a new Auditor General. The role covers independent checks, governance, risk, and internal controls. Its SME Finance page says small firms face a funding gap in the trillions of dollars. It points to policy, skilled institutions, digital public systems, and other forms of finance as parts of the support system. The Associated Press reports deadly floods in Nepal and Tibet. Farnam Street’s Surprises issue argues that major shifts can arrive without warning.

These cases differ. They support one bounded practice. Name the person who checks the plan, the condition it needs, the people exposed to risk, and the feedback loop. Do this before you treat the plan as complete. The sources do not prove future oversight results or funding results for each firm. They also do not prove the full quality of disaster response or broad gains from the mental model.
