The Field Note

[!example] Make capacity usable When a plan promises growth, do not stop at the input. Ask who can use the capital, space, relationship, or job opportunity. Then name the mechanism, measure, and person who owns the next decision.

The World Bank Group’s same-day headline announces record private-capital mobilization for developing countries and connects it to job creation. AACSB describes a small business school widening its revenue and enrollment routes through alumni, community partners, credentials, and flexible pathways. Inside Higher Ed’s current business page flags wasted campus space as a planning problem. BLS reports that August job growth varied by industry, with gains in food services, local government education, and manufacturing while information employment fell.

Together, these sources support a practical discipline: make capacity usable. Capital announced is not capital deployed. A partnership named is not a working route. Available space is not useful capacity. Aggregate job growth is not an individual outcome. Identify the constraint, name the mechanism, define the measure, and assign a human owner before treating a plan as progress. The sources do not prove the World Bank’s realized jobs, the AACSB model’s general effectiveness, institution-specific campus savings, or any individual hiring result.
