[!example] Make evidence usable When a plan makes a claim, ask four questions: What evidence supports it? What mechanism could change the situation? What measure would show movement? Who owns the next decision?

The World Bank Group’s announcement about Michael Kremer’s appointment connects research, data, and analysis with development operations. Inside Higher Ed reports that colleges are treating underused space as a capacity, cost, and student-success issue. BLS shows why a labor headline needs industry detail. August gains were concentrated in some sectors while information employment fell.

Together, these sources support a bounded practice: make the evidence-to-action path visible. The evidence limit is clear. A leadership announcement is not a measured outcome. A space-use survey is not a universal campus target. Monthly labor data is not an individual hiring forecast. Name the evidence, mechanism, measure, and owner before treating a plan as progress.
