Make the Measure Usable Before You Move

The Field Note
[!example] Practical frame Before acting on a number, name its reference period, release date, revision risk, owner, and next check.
The October 2 evidence set moves across four scales. BLS reported little change in September employment. BEA reported faster consumer spending growth in August than income growth. Census scheduled the full August manufacturing report for October 2. The World Bank described record private-capital mobilization, but tied its strategy to infrastructure, regulation, guarantees, and execution.
These sources support a practical test. Do not treat movement as a decision until the measure, timing, and operating path are clear. They do not prove one shared causal mechanism. They do not prove a universal economic forecast. They do not prove that every financed project will create durable jobs.
