The Field Note

[!example] Practical frame Before expanding a program, tool, or organizational change, name the value it should create, the conditions it depends on, the authority that owns those conditions, and the evidence that would trigger revision.

Today’s sources show four different ways conditions shape results. Census reports a large trade measure that needs interpretation before action. The World Bank shows that credit has different effects depending on use, timing, and support. The Federal Reserve shows an institution changing through formal review. MIT Sloan describes AI as a change in cognition that requires protection for human judgment.

These sources do not prove one common cause. They do support a practical test: before scaling, make the operating conditions visible, name the accountable authority, and define the evidence that would change the plan.
